The counter is involved through JavaScript. Your page is only called in one frame, not as _top. There are problems with the Javascript call. In most cases, an error message "Access Denied" appears and the counter is not displayed. Thats the reason why the counter can not work either.

You may like to test this by visiting your site using this form in a frame. The counter will not be displayed so you will will receive an error-message.
